In the UK any of your three verbs would be fine. 'Spread' is perhaps the most descriptive of the three, but I don't think it's used more often than the others. Oddly, the complete operation of putting sheets and blankets or duvet on a bed is called 'making the bed'.

Thanks for your answer! I’ve heard all 3 being used that’s what was confusing me about which one is the most widely used. Isn’t making a bed generally used when your bed is already made but messed up like in the morning and you just straighten everything out. I wanted to know what you use when there’s nothing on the mattress.

You're quite right: 'making the bed' can be used either for 'starting from scratch' with clean sheets or for mere straightening.
